As regards the former, I point out, that I was seconded from the Corps of Royal Engineers in the London Gazette March 16th 1869.
It will be seen by reference to a letter to the Secretary of State for War, from the Colonial Office dated February 22nd 1869, that the Secretary of State for the Colonies, proposed if the Secretary of State for War concurred to confer the appointment as Assistant Surveyor General at Hong-Kong - and it will be seen that concurrence though given was never announced to the office, so that as a matter of fact, I have only held the post of Assistant Surveyor General temporarily, though I submit, that under the circumstances, to treat me as a person holding
